There is a short in your wiring causing the power to drop going to the thermostat. The flashing is what normally happens when power is restored to the thermostat and the thermostat goes into a 'delay' mode represented visually by the flashing 'cool' signal. The problem is in the wires

that unit is a good unit but there is one problem. It uses a refrigerant called R-22 and that refrigerant will not be available many more years.I would not let anyone install any new unit unless it used the newer freons such as r- 410a or other more environmentally friendly freons.

They don't sell kits unless you have a license. Freezing up could be caused by low refrigerant but it also could be a dirty filter or dirty coils. Check those first and fix if needed.

The only time the compressor should stop running is when the thermostat's temperature is reached. The compressor compresses the refigerant and it is sent to txv valve or orifice that greatly reduces the refigerant temperature. This how the refigerant gets so cold.
