1. Is there an EU law that prevents repair of electrical devices?
There are certainly regulations that can be misused by a hostile OEM in such a manner against independent, commercial repair services:safety regulations - one could argue that someone repairing an undocumented device cannot ensure it to be safe. Or that a device that has been modified by a repair that uses alternative or custom made spare parts forfeits safety approvals that are documented for/on the devicetrademark regulations - one could argue that a modified (as above) device still bearing the original manufacturers trademark misrepresents that manufacturer's brandenvironmental, patent, liability etc laws that would equate to a barrier to market entry if you were to build such a device from scratch - these might be applied to a modified device too
2. What make and model?
The bike appears to be a low cost mass-manufactured bike sometimes termed a bike-shaped-object (BSO). Identifying features:The front wheel looks like it may be double wall aluminum, it does not have the obligatory wheel reflector found on big box store bikes. Pacific Cycles is a likely source, they make bikes under about 20 nameplates, including Roadmaster, Mongoose, and Schwinn. They also make short lived 'custom' brands; for a while they were offering a GM branded series at Wal-Mart. Finding an exact year and model name may be difficult because components would be shared between different name plates. It looks like it's been well cared for, and if it's working for your riding habits you should not have any trouble finding spare parts, especially if you've got a community bike shop around. Any big box store bike could be used to scavenge parts to replace those on this one. You could upgrade some components as they fail, but the weight of the frame and some limiting factors like the head tube would prevent you from upgrading it one piece at a time to bike shop components
3. Whats the coolest, most collectable non-US built car from the late 60s - late 80s?
I would say Austin Mini Cooper or the clubman 1275GT. It is turning into such a collectors item these days that a base price for one has increased tremendously over these past 5 years. Spare parts are still relatively easy to find, It looks cool, it handles amazingly and has lots of power if you choose a twin webber carby. Best part is, you can still use it as an everyday car that will turn heads

8. So I threw my laptop on the floor in a fit of rage now it's broken can it be fixed?
You should first check if the hardware is really ok by connecting it to another monitor. This is propably going to be expensive. You could also sell it (for spare parts or for stationary use with a monitor if it still works).
