Changing a country of your single Apple ID is a pain. You can do it ones without consequences but the second time you do it you will be asked to provide credit card details of a "new" country of your residence. The easiest way to use App Store of different countries is to have 2 different Apple ID registered for certain country.

Since the application is free and does not contain any in-app purchases I would suggest you to email the developer that you would like to have a directly link to download the application. In most cases those people are generous and do not hesitate to provide you with an alternative. I am able to tell this because once I had some kind of problem with my AppStore and at the same I had to download Memory Clean. So I mailed the developers for a link and got an answer within 24 hours. Let me know if this worked :)

go to appleid.apple.com , follow the directions regarding " lost password" (even tho it is not lost or such), if its a "normal" lock then you will be fine if the problem persists, then its related to account payment, in that case you need to call 1-800 - my apple and ask them to unlock said account. They sometimes lock accounts for payment reasons for security and such

Yes! You can deauthorize any of the computers or devices authorized for your iTunes account. If you have access to a computer, the easiest thing to do is to open iTunes and go to Store -> View Account in the menus. (That is on my mac iTunes, it might be slightly different on Windows. )In your Apple ID summary, you can see Computer Authorizations and Deauthorize All (you can easily reauthorize your own computers after this, since you have the password -- which you might want to change!)
