Programming a quantum computer may look similar to programming an analog computer, which was popular before digital computers (or what you may call a traditional computer).

Quantum physics is based on mathematics such as Schrodinger's equation, Dirac equation, and these equations are linear and non-linear differential equations at their core. It could be though.
Some people wink just for fun. Sometimes I bumped into my lecturer and he winked at me. But, I know he was doing it for fun because his gestures of doing it said so.
He is a very friendly lecturer so perhaps it is another way of him greeting me. But for people who you do not know in person, it is weird for them to suddenly wink at you. I have known the friendliest person in my class and I have never seen him winking at someone out of nowhere even if that someone is a person that he or she knows.
From my own perspective, winking is to signal to lie (when you are trying to prank your friend or something similar to it) or to flirt with someone. This is genuinely from my perspective and experience though. I hope it helps

Does it matter? Okay, that sounds flip, but it isnt. I stopped caring years ago whether someone said hi to me.
I generally dont notice if they dont. I guess I assume they are busy. And, thats probably the main reason.
But, there could be any number of reasons. They are shy, they are ornery (in which case you should prefer they dont), they are day dreaming or distracted, they think you dont like them (in that case, pay attention to your other interactions with them and maybe you can make them more comfortable), they are from NYC, etc. I have a friend from New York who is really weird about that kind of thing and attributes it to growing up in the city.
So, dont worry about it

One exception: that handful of people you know and encounter who never acknowledge, with so much as a nod, that they know you. After a few such efforts to connect with them as any polite person would, you have my permission to ignore them

I would disagree because in Holland less and less people of the younger generation speak sufficient English due to a lack in education or lack in speaking exercise. I know because I am Dutch and I hate the ugly Dutch accent when the Dutch that actually can't speak English still try, and there are a lot of Dutch people that don't speak sufficient English. Also It is way easier to respond in English then in Dutch.
Because Dutch is an unnecessary complex language. I and many of my friends will try to respond in Dutch because I realize that without exercise you will get nowhere. However it is easier to respond in English because for managers and other people who are in business are used to speak English and it takes less time.
Time is money for those people.

I place the call and wait . Until the other party receives the call. They respond with hello To let me know that they are accepting my call and ready to speak to me I choose what next to say .
