that may fall under the city ordanance or law.-like different shades of tinted window, or what window can not be tinted. as in, maybe if you live in the town, not against the law, but if you live in the next town, then yes. call someone, dmv? sheriff station? get the run around until you finally find the right person to ask.

Can you check the Amp Hour rating of the battery please ? If the LEDs are 15 watts that's a little over 1 amp. That means it will light the LED string for at least 60 hours. A battery is usually rated over 20 hours so that would be 3 amps x 20 hours. If you only draw 1 amp you will get a bigger AH rating, which is why I say at least 60 hours, it could be significantly more. A lead-acid battery can deliver a huge current so make sure there is a 2 amp fuse in the circuit, right next to the ve battery terminal is best. I wonder why you feel you need a marine battery for this ? The whole point of a marine battery is to start a big engine. 1 amp is a very small current, so I would recommend you use a much smaller, non-marine battery. You could use a small battery from a mobility vehicle, these are designed for deep discharge, even a used one will light your LEDs for a very long time. unless your battery is actually in a boat or a secure environment where it can not be knocked over, an SLA or AGM type is safer because they are designed not to spill any acid out.
