If the parallel connected bulbs are fed from a household outlet or any other Voltage source with a low internal resistance removing the 40 watt bulb would not cause a change in the brightness of the 30 watt bulb. If the parallel connected bulbs are fed from a battery that is near fully discharged or any other Voltage source with a high internal resistance then removing either of the bulbs will cause an increase in brightness of the other bulb.
