First ensure the Electric power is OFF! No Electric power running to the light. Yes a pair of pliers will work but you run the risk of just breaking more bulb off. Get a raw potato, cut in half use the fresh cut end and jam it into the top of the bulb turn and broke bulb will come out. Remember, "Righty Tighty, Lefty loosey."

If the parallel connected bulbs are fed from a household outlet or any other Voltage source with a low internal resistance removing the 40 watt bulb would not cause a change in the brightness of the 30 watt bulb. If the parallel connected bulbs are fed from a battery that is near fully discharged or any other Voltage source with a high internal resistance then removing either of the bulbs will cause an increase in brightness of the other bulb.
