You could try the rf modulator linked below, but it converts everything to a cable input not composite. And why do you want to downconvert a nice component signal to crappy composite signal?

Also, is the cone sitting on top of the cylinder? The blue, green, and the one red should all be for video.. since component cables do not even carry audio (that's why they are paired with a white and another red). I am not sure since I've never even used a component cable but you probably have to have them plugged into component inputs, and your TV has composite.

Pretty good score. If you are concerned about it being good enough for Cal Poly, check their website. Most colleges have a matrix that takes both ACT score and high school GPA into consideration. That allows students with poor ACT scores but good GPAs to get in, and vice versa. I would be surprised if you could not get in with a 27. good luck!

Coaxial will be your biggest problem. For your receiver to accept coaxial would mean the receiver would have a tuner built into it (none of them have this) your best bet is to buy an external tuner and run that to your receiver. Some external tuners use hdmi but usually its component or composite. From there all you have to do is get a receiver that upconverts component/composite signals to hdmi and you are set. The other features you wanted are very common on receivers. Most $500 Yamahas and denons upconvert and I am fairly certain sonys and pioneers in that price range do also. i can not be specific on which receiver to get as there is alot more details needed to make a true recommendation. ex. how many speakers will you power, is zone 2 important ect...
