Libby, 21, hasn't been seen since being turned away from The Welly club in Hull city centre on January 31 for being too drunk.
Police today released images of replica clothes she was wearing on the night she vanished - including ablack denim skirt, a faux leather jacket and distinctive trainers.
They have also said they fear Libby may have been harmed as a huge search continues across Hull to find any trace of the student.
Senior Investigating Officer on the case, Detective Superintendent Martin Smalley, said: "Over the last two weeks, our enquiries into Libby's disappearance have continued around the clock with detectives and officers working night and day to find her and to understand what happened that night.
"While we do continue to be hopeful and we will always keep an open mind, Libby has been missing for 14-days now and we sadly have to consider she may have come to some harm.
"We are continuing to support Libby's family through this incredibly difficult and distressing time. They are understandably distraught not knowing where their daughter and loved one is, and we will endeavour to give them the answers they desperately need.
"We are determined and we will do all we can to find Libby - she is our priority." A huge search over the past two weeks has seen police divers scouring ponds near Libby's home where she was last seen.
They have also used special infrared cameras as the massive hunt for the student continues.
ButDet Supt Smalley said todaymore work will be taking place behind the scenes "rather than in public view".
He added: "This does not mean the investigation is slowing or coming to an end, it is exactly the opposite and is very much active and ongoing." Humberside Police also confirmed they have trawled through hundreds of hours of CCTV footage as they try to piece together her last movements.
Chilling CCTV footage on the night she vanished shows Libby stumbling towards the Welly nightclub before the second-year philosophy undergraduate was put in a taxi by pals.
She was last seenon a park bench near her student digs in Wellesley Avenue at 11.45pm.
CCTV footage then showed a womanbelieved to be Libby getting into a car and being driven away at 12.09am.
In separate footage revealed by The Sun, asimilar car was seen being driven half a mile away ten minutes later.
A woman living close towhere Libby was last seen later described hearing "bloodcurdling screams" at 12.30am - around 20 minutes after she vanished.
After she was reported missing, cops searched ariver and pondclose to her home but no trace has been found.
Bins, drains and gardens were also combed by officers but searches have so far proved fruitless.
Polish dad-of-two Pawel Relowicz, 24, appeared in court on Monday charged withvoyeurism, outraging public decency and three counts of burglary unrelated to Libby.
He was originally arrested on suspicion of abducting Libby and stillremains under investigation.
Up to 50 detectives are working on the case.
The butcher allegedly performeda sex act on himself on Libby's street just 12 days before she vanished.
He is also accused of stealing a "quantity" of sex toys, condoms, knickers and photographs from a home in Hull days before she was last seen.
The alleged burglary - where a laptop, Kindle and speaker were also stolen - is said to have taken place between January 25 and January 28 - Libby vanished on January 31.
ReÅowicz also allegedly stole three vibrators from a home on his own street and took a PlayStation 4, a controller and £25 in cash from another house.
He has also deniedobserving a person carrying out a "private act" for his own sexual gratification.
The dad wasarrested at the home he shares with his wife, Jagoda, 24, and two kids, with copsquizzing his neighbours about whether they "saw or heard anything unusual" on the night she went missing.
ReÅowiczwas remanded in custody to appear at Hull Crown Court on March 11.
Det Supt Smalley said today: "This is a live investigation and proceedings are active. One man has been arrested, questioned and remains under investigation while we further our enquiries.
"While I understand everyone will have questions in relation to the enquiries and searches we have carried out, at this moment in time we are not in a position where we can provide answers without jeopardising the investigation or any potential future prosecutions." Lisa and Libby's dad Russ yesterday released new pictures of their "much-loved" daughter.
The photos show Libbyat home on Christmas Day last year and in Paris in May 2017 when she visited pals during a gap year.
Her desperate parents, from High Wycombe, Bucks, and three younger sisters issued the pictures - including one from a trip to Cyprus - to show intrepid Libby's love for travel.
They said: "Libby is a much-loved big sister to her three younger siblings. They all really look up to her and she always expects them to behave.
"Libby has a big heart. She is always happy and having fun. She laughs a lot. She is a real family person and loves spending time at home with them."
