Just go to the top, get down on your hands and knees, and get really excited and continue to call and encourage her till she comes to you. Say Come on Gracie, come on, come on. Build her up, and get her excited to come. She will most likely start spinning and barking, and wagging her tail like crazy to tell you she wants to but is afraid. Just encourage her all the more. Help her work past the fear. Have a treat or toys ready to praise her with when she gets to you. This will, in your dogs mind, be a huge accomplishment, and you need to celebrate it.
