Quilt Covers the Quilts Refuse to Stay Put in , Feels Like They Are Made From More Starch then Cotto

Sounds like you purchased a duvet (quilt cover) made out of polished cotton or a knit with a satin finish. Polished cotton will look and feel like a heavily starched cotton because of the finish and the sizing (starch like solution that gives the fabric drape and body). If it's a polished cotton, consider having it professionally laundered (not dry cleaned) and ask for no starch. This will remove the sizing and the duvet should be softer but that's no guarantee the quilt will stay put in the duvet. Or you can wash it yourself in cold water and dry it on low, but it will be a chore to press. I can not think of a way to remove the sheen from a knit without damaging the fabric. Alternate Suggestions: Sew velcro strip (hook and loop) into the bottom of the duvet and the bottom of the quilt. If the quilt is an heirloom I do not suggest this. Or...I've seen duvets that have a button loop sewn on the inside at each corner, and a button sewn on the outside corners of the quilt or vice versa. Or...sew a strip of cotton or satin ribbon (or cut a 16 inch shoe lace in half and sew the cut ends) about 8 inches long to the inside corners of the duvet, and the outside corners of the quilt. Tie the corners together in a bow and the quilt should stay securely inside the duvet.

1. How do I buy/stuff/use/sleep in a "duvet"?

The "stuffing" as you call it is usually a down comforter and down comforters come in a myriad of price ranges. Pick one you can afford but choose one with decent enough down fill in it. Duvets come in many prices as well. Again, choose something that fits into your budget. You can also use an old comforter to fill it if you wish. A duvet is only a cover. They are nice because they are usually washable as opposed to dry cleaning and a nice way to change out your bedding colors. Many Europeans use the filled duvet as the comforter and top sheet.

2. How do you feel about comforter covers/duvets (like, from ikea). Do you like them? Do they work?

I love duvets. Lets you change your whole bedroom theme quite easily!

3. Do IKEA full/queen Sz duvets fit NON-IKEA queen Sz comforter?

Bean seems to have had some experience with Ikea duvets. I have not , so the only suggestion I can give you is this: I would go with Bean's answer, and if I wanted to be absolutely sure, I would check the measurements of the two pieces - the JC Penney comforter and the Ikea duvet. Bet it will work, though
