Birth to 10 is a really big span. I definitely agree with whomever said a big box (ditto for any other kind of random supplies like plastic cups or bits of string or foil pans or pillows and blankets ... my kids could entertain themselves for days with things like that). I assume you have segregated rooms, in which case I strongly recommend marble track for the older set (which of course poses a choking hazard to the younger ones, so you do have to be careful). Simple blocks and props like toy kitchens and pretend foods and ride-ons are great for little kids. We have a gazillion toys but it's the simplest ones (wood blocks, play kitchen, couch cushions) that get used every day, because they lend themselves so well to multiple uses.

My children LOVE Little People (the older sets do not have sounds you can find them on E-bay), Legos, Lincoln Logs, Tinker Toys, Brio or Thomas the Tank Engine Train Sets, etc. They also LOVE the kitchen set we have for them. TONS of play food (I love Melissa & Doug wooden sets) and dishes, can not tell you how many fake lunches I have eaten! Plus you can set up a grocery store area. For "electronic educational toys" I HIGHLY recommend Leap Pad Learning Systems. My 3 children (ages 2-11) have WORN THEM OUT! Outside toys include a sand and water table, a pool, sandbox with beach toys (make sure you have a lid and use it though, ferrel cats love to use them for litter boxes, EW!), little tykes cars, slides and of course you can not beat the sprinkler and water balloons! Another thing we do is keep the toys in bins, and ROTATE them every few weeks to prevent boredom.
