It doesn't matter if you have the worst or best compiler. If your algorithms are slow, no matter what the compiler does, your program will be slow. IDE or not wont make a difference.
Any IDE under the hood has a compiler, and you would be able to use that. Even Visual Studio, an IDE, uses a compiler, cl, and you can invoke that yourself!So, you want the program to run on different OSes.

Perhaps you shouldn't run on "Windows, Linux, etc". Honestly just about any compiler would do. Sure a particular compiler may miss an optimization or two, but overall, the performance difference will be negligible.
The first rule of optimization: optimize the hotspots. It doesn't matter if you improve a function a 1000x if it runs 0.1% of the time, you can just optimize a function 2x if it runs 100% of the time, and get better performance.
Finally, you seem to want a plain C compiler. Well that rules out most compilers. clang includes C, Objective C, Objective C and you can't disable that.
Intel's compiler has C support and you can't disable that. You have just limited yourself to gcc and older compilers like Turbo C or Watcom (well, OpenWatcom these days). Rather than worrying about what compiler to use, worry about what algorithm to use.
Worry about data layout, and memory usage. It doesn't matter what compiler you use. Just about any compiler that supports the OSes you are interested in will be just fine.
Don't fuss over IDE or language. Just focus on the problem, and the solution to it. The performance and overall complexity is in your hands, not the compiler's.

What you are describing is called a widened pulse pressure. By criteria, a wide pulse needs to have >80mmHg between the systolic and diastolic (so lets say 170/80mmHg).I understand why you assumed a wide pressure would be caused by a stronger heart elevating the systolic value.
But its usually the other way around There are multiple etiologies for wide pulse pressure and the most common one would be aortic regurgitation.What happens is that your Left Ventricle (LV) pumps blood under a certain pressure, establishing the systolic pressure. Then the aortic valve should close until the next cycle.
If you have a regurgitant Aortic valve, some blood will flow back into the LV, in addition to the regular blood its getting from the Left atrium (LA). So on the beginning of the next cycle, the LV is over-filled (because filled from both LA and regurgitant blood.Imagine a balloon that is over-stretched, it would have tendency to spit its content out more strongly and rapidly, right?
Same happens with the over-filled LV. On the next cycle it would spit its blood faster and more strongly, establishing a higher systolic pressure. But just like before, we still have a regurgitant aortic valve which will leak back into the LV, which will also be over-streched for the next cycle, etcSo understand this is a vicious cycle.
The systolic pressure keep being high to over-stretched LV and the diastolic pressure keeps being low because then the aortic valve leaks, it is decreasing the amount of blood in the main vessels, thus the diastolic pressure. So Aortic regurgitation causes both an increase in systolic pressure and a decrease in diastolic pressure to the point that their difference becomes >80mmHg, thus called a widened pulse pressure.So yeah, its due to a bigger ejection fraction and contractility of the ventricle, but that is not because you have a big healthy heart but rather because you have a heart thats leaky and trying its best to maintain forward flow (you as in the patient).
A stronger contraction alone might increase systolic pressure, yes. but never enough to meet the criteria of wide pulse pressure. Very few pathologis give this finding and as I said, Aortic regurgitation is the most common one.

Some friends of mine were on a bus tour as a part of a vacation. It was a five day trip with about thirty people - mostly older women. This particular bus driver had been with the group before.
They requested him when they chartered the bus. After breakfast one day, the group boarded the bus to go to a mall for some shopping. When they arrived at the mall, one of the ladies stood up and immediately fell the the floor.
The driver picked her up, began CPR, and ordered everyone off the bus. He then took off in the bus to a hospital that he had seem less than a block from the mall. He pulled right up to the ambulance bay doors, picked the lady up and carried her inside.
Two of her friends were with him. He must have radioed ahead or something because the people at the hospital immediately attached EKG leads. She was flat lining.
They brought her back. He stayed long enough to see that she was checked in and then returned to the mall. He best friend was traveling with her and was able to contact the womanu2019s adult children.
The driver was at the hospital with the friend whenever he could for the rest of the day until her family arrived. The tour continued and he stayed with the group. But at the end of the tour on the return route, after her children had arrived, the bus was able to pick her friend up to go home.
And then, the last day of the tour came. It was a five day tour. Someone had already contacted the tour company and they had sent him a huge commendation and a bonus check.
The hospital had put him on their hero board. On the night before the last day, the group had always collected money for a tip for the driver. There envelope made the rounds.
In the past when I have been on these tours, the drivers get maybe fifteen dollars per person. There is already a tip built into the cost of the charter too. I was told that the envelope contained close to two thousand dollars.
